This is not a complete overhaul of the game, but it does provide a small change to the way the game works. In this way, the user can increase the health regeneration rate per second.
The purpose of this mod is to provide level scaling and balance the Bioplastic Blood Vessels health regen bonuses to increase the sense of progression/challenge as you level up (rather than installing a +50% of maximum health per second regen buff at level 15 and never looking back).
